Our Impact

Disaster Recovery

F-Strat was founded on agency insight and practice. Our founder spent years inside FEMA reviewing applications, training federal, state, and local staff, and teaching the agency’s benefit-cost analysis (BCA) course, and now uses that perspective for clients. We specialize in projects other firms find too complex: novel BCA methodologies, revived applications, and appeals of denied costs. Our current work includes FEMA HMA Program application development for rural electric cooperatives, providing state-level BCA and technical assistance, FEMA/Stafford Act Administrative Appeal support for hospitals and local government, and specialized economic analysis for water districts seeking asset risk analysis to support future grant pursuit. F-Strat also supports FEMA Public Assistance claim management for our contracting partners, focusing on federal procurement compliance, 406 Mitigation, insurance/duplication of benefits reconciliation, and general policy/program problem resolution. As F-Strat does not directly pursue state and local government work, we are well-situated to provide targeted, specialized subcontractor support to our prime contracting partners.

Drawing on more than 20 years of federal grants and evaluation experience, including 12 years leading a Miami-based research nonprofit, F-Strat helps organizations build compliance systems, measure performance, and tell a clear story with their data. Our team has also served as federal grant reviewers for HRSA and SAMHSA, so we know how applications are scored.
